LIBRARY CERTIFICATION REQUIRED:  YES

QUALIFICATIONS: Master’s degree in Library/Information Science (ALA accredited) with a minimum of 5 years of public library experience in progressively responsible management with budgetary, policy, procedural, and physical facilities administration responsibilities. Essential attributes include integrity, excellent interpersonal skills, creativity, ability to address conflicting goals and build consensus, thorough knowledge of financial management, technology skills, and understanding of  trends and best practices in the public library and information technology fields. Prior experience working with a governing board is highly desirable. Must obtain Georgia Librarian Certification.

Primary Job Responsibilities: Plans, prioritizes, and directs overall operations, projects, policies and procedures with approval of the Library Board of  Trustees; allocates resources including staff and materials; oversees and approves all staffing activities including selection, counseling, disciplinary actions, and terminations; participates in professional activities; and coordinates projects.
Manages preparation, implementation and administration of annual operating budgets; ensures compliance with budgetary parameters; approves expenditures; justifies library activities and funding requests to funding agencies and state officials.
Receives and responds to citizen inquiries and complaints; directs development/modification of programs and evaluates efficiency and effectiveness of library services and programs.
Directs system-wide collection development, branch administration, branch support services, technology and automation services.
